Over Sde Teiman torture, the Brussels-based Hind Rajab Foundation has asked the International Criminal Court prosecutor to investigate Israeli doctors, senior health officials and the Israeli Medical Association. According to Days of Palestine, the communication under Article 15 of the Rome Statute was filed on October 8, with details emerging on Saturday.
Sde Teiman Torture: Treatment in Handcuffs and Blindfolds
According to Anadolu Agency, the complaint says a Health Ministry directive of December 19, 2023, required medical staff to treat detainees while handcuffed and blindfolded. Staff were allegedly told not to disclose their names and to sign records using only their professional titles, obscuring individual responsibility.
The foundation cited a doctor who wrote to authorities in April 2024 that two detainees had legs amputated within one week because of shackling injuries. It also cited accounts of surgery without adequate pain relief and said at least 29 Palestinian detainees had died at Sde Teiman by November 2025 from violence, medical neglect or both.

Former Health Ministers Named
According to Anadolu, those named include former health ministers Moshe Arbel and Uriel Buso and Israeli Medical Association chairman Zion Hagay. The foundation argues the conduct amounts to war crimes and crimes against humanity. The filing is a request for investigation, not an indictment or court decision.
